Spot details are stored on your phone. Map tiles you have already viewed are cached, so places you browsed before still show with a weak signal.
Packs are tied to your App Store or Google Play account and can be restored on a new phone. Your own spots can be exported to a backup file and imported again.
Only while the app is open and only if you allow it. Live location updates are off until you turn them on in settings.
